About the OHA

Since 1958, the Opp Housing Authority has been providing decent, safe and affordable housing to individuals and families of low and fixed incomes as they strive for self-sufficiency. All operations are regulated and evaluated by the U.S. Department Housing and Urban Development (HUD).
Presently, the Opp Housing Authority oversees 170 public housing apartments that are based on income. The Opp Housing Authority also administers , 100 Housing Choice Vouchers that are Covington County wide.   
In accordance with HUD regulations, we are a smoke free housing authority. This means that smoking is not allowed in our buildings or within 25 feet of our buildings.

We accept applications for public housing on Tuesday and Thursday. We are accepting applications for the Housing Choice Voucher Program on Wednesdays. 

Opp Housing Authority’s ACOP, Administrative Plan, Annual Plan, Five Year Plan, Reasonable Accommodation Plan and any other policies are all available for review upon request. 


Beverly Barber

Executive Director

Beverly Barber has served residents in public housing communities for nearly 30 years with her current full-time role as the Executive Director of Opp Housing Authority. 

She is the past-President of both the Alabama Association of Housing and Redevelopment Authorities and the Alabama Public Housing Authorities Directors Association. She is a Board Member on the Alabama Housing Authorities Education Enrichment Board, and she is on the Executive Committee, Newsletter Committee and Scholarship Committee for the Southeastern Regional Council of National Association of Housing and Redevelopment. She is a Charter Member of the Gamma Alpha Xi Zeta Chapter of Zeta Phi Beta Sorority, Inc., and also serves with the organization E.L.E.T.E. Professionals.

Beverly graduated Wallace College with an Associate Degree in Accounting. She holds a Bachelor of Science in Business Administration and Finance from Troy University, and is currently completing her Master of Science degree in Public Administration.
